On Feb. 14, 2012, the Board of Education approved a boundary change (Option C) between Eastlake and Welby Elementary Schools to help balance boundary student populations for the 2012-13 school year. There will be no boundary change for Rose Creek and Daybreak Elementary Schools.

- Q: Why is a boundary change being implemented between Eastlake and Welby Elementary Schools?
A: A boundary change is being implemented because student enrollment at Eastlake Elementary has grown beyond the school’s capacity. Three options were proposed that involved changes to the boundaries of Eastlake, Daybreak, Rose Creek, and/or Welby Elementary Schools to help manage student growth and balance boundary student populations. - Q: What is the process and timeline for determining boundaries?
A: Three boundary options were been developed by District staff. These options, were posted online and the public was encouraged to give feedback regarding these options using an online survey. Two open houses were held, where patrons had the opportunity to discuss the boundary options being considered. Following the open houses and a period of public feedback, Board members reviewed a summary report of feedback and finalized boundaries on Feb. 14, 2012. - Q: What factors are considered in establishing boundaries?
A: Many factors are considered, including, but not limited to, feedback from parents, students, and the community; long-term implications; natural boundaries, Open Enrollment law; feasibility and functionality; student safety; cost; community partnerships; potential growth; and student enrollment numbers over time. - Q: Will students be able to permit to the school of their choice?
A: Under the Utah Open Enrollment law, schools are required to accept permits until they reach their building capacity. Permits are being accepted on a first-come, first-served basis during the Open Enrollment window, which runs from December 1, 2011 to February 19, 2012. Students who wish to apply for an Open Enrollment permit should contact the administration of the school for which a permit is being requested. Because this boundary change is being considered in order to reduce enrollment at Eastlake Elementary, permits to Eastlake will be extremely limited. Students currently enrolled in Chinese dual immersion will be able to continue in the program. - Q: How will students in the dual immersion program at Eastlake Elementary be impacted by the boundary change?
A: Students currently enrolled in the Chinese dual immersion program at Eastlake Elementary School will continue in the program regardless of boundary assignment. Siblings of students in the dual immersion program will be granted a permit to Eastlake as long as space is available. - Q: Will students have an opportunity to participate in a dual immersion program at any of the other schools being considered for the boundary change?
A: A Spanish dual immersion program will be implemented next year at Welby Elementary School. Students who reside in that boundary will have an opportunity to apply for participation in the dual immersion program based on established guidelines. A lottery will be held this spring to select students to participate in the fall of 2012.
- Q: Who will qualify for busing under each boundary option?
A: Once new boundaries are established, the District’s Transportation Department will begin to establish busing routes for all schools involved. The state of Utah requires that busing be provided for elementary students who live 1.5 miles or more from school. Busing eligibility for students who are not directly affected by a boundary change would remain the same. Students on an Open Enrollment permit do not qualify for busing except through a space available permit (limited availability depending on location).
